Key Committees

 

Throughout its history, from the moment when the idea of the Center was first conceived until the present day, CHEDS has been fortunate to have the support and encouragement of a number of leading academics. Many of them have been kind enough to take an active part in the Center's organisation by joining one of our Committees, and it is thanks to their guidance, insight and energy that CHEDS has developed so successfully.

 

Currently, there are two key committees that oversee the direction of the Center: the Academic Advisory Committee and the Policy Advisory Committee.


1. Academic Advisory Committee

Honorary Director: Amartya Sen

Sen, an Indian national, went to Cambridge for further study after he completed his undergraduate degree in India in 1953. He received his doctoral degree in 1959. Sen has taught at Delhi School of Economics, the London School of Economics and Oxford University. He was Professor of Economics and Philosophy in Harvard University between 1987 and 1998. In 1998, he left Harvard to become the dean of Trinity College, Cambridge. In 2003, he returned to teach at Harvard. Sen won the Nobel Economics Prize in 1998 for his outstanding contributions to welfare economics, and he is the architect of the human development paradigm.

Director: Wei Liu

Liu Wei, a native of Henan province in central China, first came to Peking University in 1978, when he entered the School of Economics as an undergraduate. After completing his master's and doctoral degree at PKU, he stayed at the university to teach. He was made Vice-Dean of the School of Economics in 1993, before becoming Dean in 2002.

 

Besides his academic honours, Liu Wei holds a number of other prestigious posts, including: Chief editor of Economics Science, vice-chairman of China Market Economics Seminar, vice-chairman of China Private Economics Seminar, vice-chairman of China productivity academy, standing commissioner of Beijing Political Consultative Conference, vice-chairman of Beijing Youth Association.

2. Policy Advisory Committee

Director: Shangquan Gao

Born in Shanghai, Shangquan Gao graduated from the Economics Department of St. John's University in 1952. In the years that followed, his academic career flourished as he pursued his interests in policy research. In 1982, he was made a Deputy Director of the State Council Office for Restructuring the Economic System (SCORES), as well as Director of the SCORES Research Institute. From 1985 to 1993, he held the post of Vice-Minister of SCORES. Since 1999, he has been the Chairman of the China Society of Economic Reform.

 

Other key posts that he currently holds include: Chairman, China Enterprise Reform & Development Society; Chairman, China Reform Foundation; Chairman, Financial Research Center of China Institute for Reform and Development; Member of the 8th and 9th Chinese People's Political Consultative Conference; Member, United Nations Committee for Development Policy; Professor and Doctoral Advisor at Peking University, Shanghai Jiaotong University, Zhejiang University, and Nankai University.

Researchers

 

Research is at the heart of our mission. It is thus impossible to imagine how the Center could continue without the contributions and enthusiastic participation of its researchers - in a very real way, they are the lifeblood of the entire organisation.

Yiwei Chen:
Yiwei Chen was an assistant researcher at CHEDS until Summer 2008. She received her master’s degree in Education from Peking University in 2007; her final thesis was awarded a commendation. She has participated in a number of important national and provincial projects. Her main research fields include Education and Human Development, Education Economics and Education Policies.
Yuwei Fang:
Yuwei Fang is an assistant researcher at CHEDS. She is currently reading for a PhD in Economics at Peking University.
Chunliang Gao:
Chunliang Gao was a Postdoctoral researcher at CHEDS until Summer 2008. He received his doctoral degree in Theoretical Economics from Nanjing University in 2005. He is an Associate Professor of Nanjing University of Finance& Economics. His main research fields include Regional Economy and Education Economics.
Xin Gu:
Xin Gu is a senior researcher at CHEDS. He received his doctoral degree in Philosophy from Leiden University. He has previously been employed as Professor and Doctoral Advisor at the Social Development and Public Policy Research Institute, Beijing Normal University. His main research and educational interests include Social Policy, Health Policy, Non-profit organizations, Labor. In 2005 he received the Ministry of Education’s “New Century Talent” award.
Hongyan Guo:
Hongyan Guo joined the Center as a Postdoctoral researcher in Summer 2008. She received her doctoral degree in Management Science and Engineering from Beijing University of Aeronautics and Astronautics earlier the same year. Her main research fields include Recycling Economy, Sustainable Development and Trade and Environment.
Huawei Han:
In 2011, Huawei Han received his doctor's degree in Peking University. He is currently a lecturer in Beijing Normal University. His main research interests include Health and Health Care Economics.
Haitao Lai:
Haitao Lai is a research assistant at CHEDS and a postgraduate student at Peking University. He joined the project “International Poverty Reduction Briefing”
Yumin Li:
Yumin Li joined the Center as research assistant when CHEDS was founded in 2005. After he received his master's degree in Economics from Peking University in 2009, he became an assistant researcher at CHEDS. He has participated in many important projects such as "Maternal and Child Health Service Funding" (supported by UNICEF), "Rural Human Resource for Health" (supported by IDRC) and "Estimating the Price Elasticity of Electricity in China" (sponsored by State Grid Corporation of China) etc. Published works include a paper in Journal of Finacial Research and several book chapters. His main research interests are Applied Microeconomics and International
Xiaogu Li:
Xiaogu Li received his bachelor's degree in Economics from Peking University in 2008. His main academic interests include Agricultural, Labor and Environmental Economics.
Yanqing Miao:
Yanqing Miao was a Postdoctoral researcher at CHEDS until 2010. She received her doctoral degree in Economics from Zhongnan University of Economics and Law. Her main research fields include Environment and Health, Health Economics and Health Human Capital. She has taken part in a number of projects that have received funding from the National Planning Office of Philosophy and Social Science. She has published more than 10 papers in key national periodicals.
Bo Sun:
Sun is a Postdoctoral researcher at CHEDS. He received his doctoral degree in Economics from Nankai University. He is currently employed as an Associate Professor and Master's degree supervisor at Harbin University of Commerce. He is also a member of the China Economic Development Research Council. His main research fields include Administration and Promotion of Public Resources, Game Theory and New Institutional Economics. He has led or taken part in more than 10 research projects.
Qu Wang:
Qu Wang received her master’s degree in Sociology from Nanjing University. She has previously worked as a researcher at the Hopkins Nanjing Center and at the Yangtze Delta Research Center of Nanjing University. She has co-led two important research projects, both funded by the Ford Foundation. Her main research fields include Health Economics, Medical System Reform in China, and gender equity.
Suxia Wang:
Suxia Wang was a Postdoctoral at CHEDS until 2011. She received her Ph.D. degree in Management from Institute of Agricultural Economics and Development Chinese Academy of Agricultural Sciences. Her main research fields include Poverty and Development, Children Welfare and Anti-Poverty, Supply Chain Management. She has taken part in a number of major research projects. She has published more than 10 papers in magazines.
Xiaolin Wang:
Xiaolin Wang formerly worked as a public finance consultant for the World Bank, UNICEF and the Asian Development Bank. His main research interests include agricultural investment, rural public services and public policy. He has taken part in more than 20 major government research projects. He has individually published two research monographs and has published a further nine in collaboration with others.
Guoliang Xiao:
Guoliang Xiao is a senior researcher at CHEDS. He is a lecturer in Economics at PKU. He is also a Doctoral Advisor for students majoring in Chinese Economic History and a part-time consultant (specializing in annals and historical records) for the National Committee for the Compilation of Qing Dynasty History. He received his doctoral degree in Economics from the Chinese Academy of Social Sciences. His books include ‘A Study of Chinese Social and Economic History – the Unique Path' and ‘Imperial rule and China’s Social Economy'.
Dawei Xu:
Dawei Xu was a Postdoctoral researcher at CHEDS until Summer 2008. He is a fully qualified Senior Engineer. In addition, he is an Associate Professor of Dalian University of Technology. He received his doctoral degree in Management from Dalian University of Technology. His main research interests include Environmental Economics and Management, Industrial Ecological System, Recycling Economy, etc. He has participated in many domestic and international projects, and has issued more than 10 papers in leading domestic periodicals.
Jiantuo Yu:
Jiantuo Yu graduated from Nanjing University in 2001 with an M.A. in Economics. He subsequently worked as a researcher at Hopkins Nanjing Center and at the Yangtze Delta Research Center of Nanjing University. From April 2007 to May 2008, he worked as a consultant for UNDP China; while in summer 2008, he spent two months as a visiting researcher at the Department of International Studies, Oxford University. His main research interests include human inequality, poverty and public service provision.
Bo Zhang:
Bo Zhang is a senior researcher at CHEDS. In addition, he is also an Assistant Professor in PKU’s School of Economics. He received his doctoral degree in Computational Mathematics and Cybernetic Logic from Moscow University. His main areas of research are Resource and Environment Economics and Actuarial Science.
Pengfei Zhang:
Pengfei Zhang is a Postdoctoral researcher at CHEDS. He is also an assistant professor at the School of Economics, PKU; a Postdoctoral researcher at the China Center for Economic Research, PKU; and a Postdoctoral researcher specializing in Development Economics at the Center for International Development, Harvard. Furthermore, he has worked as a visiting academic at the National Bureau of Economic Research (USA) and as an anonymous peer reviewer for the journal ‘Review of Economics and Statistics’. His main research interests include Development Economics, Mathematical Economics, Economic Growth etc.
Tian Zhao:
Tian Zhao is a research assistant at CHEDS and a doctor at Peking University. She is currently a visit scholar in Oxford University.
Xiaoxi Zhao:
Xiaoxi Zhao received a number of academic prizes including the National Scholarship, Weixin Scholarship and Elsevier Scholarship etc. He has participated in various research projects, including the UNICEF/Ministry of Finance sponsored study of maternal and child health funding, Human Resources in Rural Health Care Institutions and Rural Health Service Project. He is now working on a manuscript about public health services in China.
Jiming Zhu:
Jiming Zhu received his bachelor’s degree in Economics from PKU in 2007. He has received a number of academic prizes including the President of Peking University fund, May 4th scholarship, Challenge Cup etc. He has participated in various research projects, including the UNICEF/Ministry of Finance sponsored study of maternal and child health funding and the CFED sponsored study of middle and small-sized enterprises in Guyuan.
